As administrator, you can write a message to all voters currently logged in the app with the broadcast function.

<Tip>**How to use the Broadcast tool**:\
  You can sent short messages, important
  information or hyperlinks (eg. to a google document etc.) that way to your
  voters.</Tip>

To open it click on "Broadcast to all voters" on the top menu bar.

A small window will open, and you can type a message there and sent it.

All logged in voters will get a small pop-up with your message. They can read that popup and then close it.

With this function it is possible to export the results of a vote (after the vote has been closed) directly to PDF.

NemoVote runs in any modern web browser. In the normal setting, NemoVote is displayed like a web page, where you see the browser tab bar and address bar. You can choose to display NemoVote fullscreen by clicking the fullscreen button (upper right corner)

You can exit the fullscreen by clicking again on the icon or by using the ESC-Key of your laptop/computer.



You can securely log out of NemoVote by clicking on your username on the top bar on the right and then choosing log out.
Signing out this way will close the secure token connection with the NemoVote voting server.

## Different states of a vote

There are three states a vote can have in NemoVote: Draft, open, closed.

- Draft vote: This vote is still in draft mode. You can still change all vote details (name, voting rights etc.). This vote is not visible to voters. Changes that you make to voter lists (and thus to voting rights) will still affect this vote.
- Open votes: Open votes are live. You can no longer edit them. Voters can now vote as long as the vote is open. Changes to voter lists (like removing voters) will not have an effect of this vote, as the instance a vote is open it has a digital snapshot of all eligible voters that cannot be altered.
- Closed votes: Votes that have expired or have been manually closed by the admin. Voting is no longer possible.

<Tip>For reasons of voting security and maintaining the integrity of the ballot it
  is not possible to delete votes once they where opened. You have to close the
  vote first, so that the results are finalized. Then you can proceed and delete
  a vote if needed.</Tip>

## Creating your first vote

Click on + Create vote to start building your first vote. You will be redirected to a page where you can set up all the details of your vote.

## Vote Title

You can add a title your vote by typing in the form field shown above. In order to enable fast voting without many settings and clicks we kept the vote title optional. If you don’t fill the field out, NemoVote will add an automatic title with a date/timestamp.

We recommend filling in a custom vote title so that its clear for each voter what they are voting on.

Furthermore, you can add a description explaining your vote, you can add images here and much more through the rich text editor.

<Tip>The tables that show all votes are sortable by e.g. name. If you start your
  vote title with a common denominator you can arrange different votes very
  easily. E.g. you have different voter lists with members arranged by
  continents and they all vote. You could start vote titles with something that
  would make it easy to sort by: EUR_Vote_Motion59; AMER_Adopt_Policy6. Another
  example would be separating elections that way: ELECT_Chairperson;
  ELECT_Treasurer and so on.</Tip>

## Vote Choices

Here you can add the choices that the voter will have to pick from. Currently, it is possible to add 2-100 choices. You can add or remove choices with the (-) ad (+) buttons.

Again, naming the choices is optional. If you don’t name the choices, only the numbers will appear for the voters. This may be an option, if you have a different mode of showing the choices to the voters (e.g. a PowerPoint presentation) during the vote.

## Make it a Motion

If you click "Make it a Motion", NemoVote will repopulate the vote with the 3 choices shown above. You may still edit them and add or delete more choices. This was introduced to allow a fast vote on amendments without having to type out the options every time.

## Multiple Choice Voting

With the setting of the vote discussed that far, your voters will be able to pick only one selection out of the given choices. It is also possible to offer them to select more than one choice (multiple choice). We explain this specific setting in a different article.

## Vote settings

Now the vote settings. The text is kept very easy to understand, but we will go through it quickly:

- Who can see the results?

You set here if only administrators or also the voters will be able to access the results in NemoVote. The time when they will be able to see the results is set in the next step!

<Tip>Only voters that where eligible for a vote (i.e. in a voter list that was
  added to a vote) will be able to access the results. A voter cannot access a
  result for a vote where they had no right of participation</Tip>

- Should the results be accessible before the vote is closed?

We call this function live results. If enabled, the voter will get access to the current results immediately after they voted. If disabled, results can only be access after a vote is closed.

- Should the usernames of users who have already voted be displayed?

We call this function the in-vote roll call. If enabled, NemoVote will enable showing the information who has already voted in a vote and who has not voted. If you want to keep this information private, you can disable it here.

- Should the voter’s choice remain anonymous?

Here you can choose between a secret and a non-secret ballot. When choosing the secret ballot, the votes are saved in a way that makes it impossible to link a vote choice to an individual voter – even on the database level. In the non-secret ballot NemoVote will save the data of which voter voted what and this will be accessible for the administrator.

- Should the vote be closed automatically?

We will explain this function in the next chapter.

- How should the voting weight be calculated?

Here you can choose how NemoVote should calculate the weights of voters for this specific vote. You can either use the weighting via voter lists or you can choose to use the weighting of each individual voter.

If a voter has no vote weighting set the weight from the associated voter list will be used.

## Automatic closing of Votes

You can let NemoVote automatically close votes for you. This may be important for keeping certain deadlines – e.g. all voting shall close at midnight. Once you enable it, the form above appears. You can either type your preferred close time in the format YYYY-MM-DD hh:mm, or you can click on the date picker icon.

<Tip>Any date+time picked has to be in the future otherwise you will not be able to
  create the vote.</Tip>

<Tip>Select the date and time within your local time zone! Users of other timezones
  will see this time calculated to their local timezone in „My votes" when the
  vote is opened.</Tip>

## Voting rights

Here you can add voter lists that will be eligible for voting in this vote. In the example above no custom voter list are created, therefore the voters voter list is set as default.

## Create vs. Create and open

Once you are finished with all the settings for you vote you have two options. Well, three actually:

- Cancel: This will cancel everything that you entered here and bring you back to the overview of votes
- Create: this will save your vote as a draft
- Create and Open: this will automatically set your vote to "open", you won't be able to edit it and voters will be able to start voting.

<Tip>Once you open a vote you will get a notification window, where you can set
  that an email notification is send to all assigned voters that the vote has
  been opened</Tip>

## Actions in the Draft Votes overview

You have the following actions available for draft votes:

- Duplicate: will create a copy of that vote with all its settings and immediately open the edit page where you can edit it. The vote is not opened that way, you still have to open it.
- Open: this will set the vote live.
- Edit: Here you can edit the vote (only available for drafts)
- Delete: deletes this vote (only available for draft and closed votes)

## Actions in the Open Votes overview

You have the following actions available for open votes:

- Duplicate: will create a copy of that vote with all its settings and immediately open the edit page where you can edit it. The vote is not opened that way, you still have to open it.
- Close: Closes the voting (only available for open votes)
- Progress: this will show you the vote progress (only available for open votes, when live results are disabled)
- Voter ballots: shows only when live results are available, you can check here the individual ballot choice for each voter if the vote is set up as a public ballot
- Show on projector will show you the vote results in a way where you can add or remove displayed columns.
- Copy vote URL: Each vote has a unique link address. You can copy that link and send it to your voters and when opening it they will be immediately redirected to that vote (after login in of course)

You have the following actions available for votes:

- Results: will show you the vote results; available for open votes (when live results are enabled) and closed votes
- Voter ballots: you can check here the individual ballot choice for each voter if the vote is set up as a public ballot
- Show on projector will show you the vote results in a way where you can add or remove displayed columns.
- Export PDF: Export the vote results as PDF.
- Delete: deletes this vote (only available for draft and closed votes)

## Vote progress and vote results(admin)

This is what the vote progress and vote results page (depends on if it's an open or a closed vote) for the administrator looks like: as you can see the administrator has in this example no access to the live results and to the in-vote roll call because they were disabled.



In this article we will explain how you can work with the multiple choice voting in NemoVote and give your voters the choice to vote for more than one option.

A common use-case is a multi vacancy vote, where you for example have to fill three board positions but have 10 candidates and the voters should pick 3 out of 10 options.

## Enable Multiple Choice

Click on "Allow multiple choice" to enable the setting. You then will have the possibility to set the amount of selectable choices as either "Exactly" or as "Minimum/Maximum"

## Selectable Choice "Exactly"

If you chose this setting you can enforce for the voter to select a specific number of choices (example given 5 out of 10, no more no less). If you set that number to "1" you are back at the original NemoVote functionality where the voter can select one out of the options.

## Selectable Choice "Minimum/Maximum"

Here you can set a minimum and a maximum of the vote choices that the voter can select. If you set both to the same number you achieve the same as in the "Exactly setting". If you set Minimum to "zero" the voter does not have to pick a choice and can abstain from the vote (i.e. leave an empty ballot).

Maximum is the setting of the maximum choices that the voter can make (i.e. "no more than x"), minimum is the minimum number that the voter will have to pick (i.e. "no less than x")



Sometimes it will be necessary to reset a password of a voter. Passwords can be reset in NemoVote by the voter themselves and also by the administrator.

<Tip>Voters can only self-reset their password if an email-address is stored in
  their NemoVote account.</Tip>

## Password reset by the voter

If a voter has forgotten their password, they cannot log in to NemoVote. NemoVote Cloud provides the option to reset the password directly from the main login window by clicking on "Forgot password?". After entering the email and clicking the reset password the voter will get an email with a new password.

## Password reset by the administrator

### Manual reset (not recommended)

The administrator can manually change a voter’s password directly in the user management by clicking "edit user" and then typing a new password. This function is intended for live, in-person voting events where a voter can approach the administrator desk and have their password reset to a temporary password if they forgot their current password.
For security reasons we do not recommend this method for online voting events (see other option below).

### Automatic reset (recommended)

You can resend an invitation mail to a specific voter by clicking the mail symbol in their linen the User Management. With this function NemoVote will reset their password and send them a new secure password via email. The voter can log in with that new password and then change the password to a different one.

This icon will only appear for voters and only if the respective voter is set up with an email address in the system.

In this article you will learn how to use the Roll Call component to live check the attendance of your voters. The Roll Call component is only accessible for Administrators. It will give any Administrator an overview over how many and which voters are currently logged into NemoVote.

In the top bar the administrator can choose to display all voters (see "All Voters" voter list) or only voters of a respective voter list.

On the left the number of online voters is displayed and on the right the number of voters that are not logged in. In the middle under "total" the total number of voters of the respective voter list is shown.

In the table at the bottom all voters are displayed with the green checkmark if online and with the red "X" if offline.

<Tip>The Roll Call is live and instantaneous. If a new voter is logged in they will
  be displayed as online in the Roll Call within a second.</Tip>



This article will give you a short overview of how to proceed after login into NemoVote for the first time as administrator.

So what do you need to take care of to start voting?

## Adding your first voters

NemoVote uses a verified voter system, so only someone who is logged in as a voter (via login credentials) and is given voting rights by the administrator can vote in a specific vote. In order to start voting, you need to decide how to add your voters in NemoVote and there are different strategies for different situations. We explain this in detail in our article on Voter Onboarding.

## Voting Rights

Now you have all your voters in NemoVote; You may choose to send them their login credentials now or later with our integrated credential email tool. The next thing that you need to do is to consider how to administer your voting rights.

Voting rights in NemoVote are distributed by voter lists. You can group voters into different lists and give one (or several) of those voter lists voting rights for your votes. You can choose for each vote individually which voter lists will get voting rights.

<Tip>If you have a simple voting system (no subgroups, no weighted voting, no
  proxies) and just want everyone that is logged in to vote, you don’t need to
  deal with voter lists. There is already a "All voters" voter list
  pre-installed (not editable). If you add that list to a vote, everyone will be
  able to vote. If you wan’t to remove voting rights from individual voters, you
  will need to create a new voter list though as shown in our article on voter
  lists.</Tip>

## Adding your first vote

Now that you have voters and voter lists set up you can add your first votes. Within your NemoVote installation, you can create as many votes as you want and have several votes open at the same time.

You can prepare votes in advance and save them as draft votes and set them live when needed.

We go into the details on how to create votes and what the different settings mean in our article linked below.

NemoVote has a function where you can show the results of a vote and also retain control of what parts of the results are shown (e.g. if you want to show a percentage of votes or only the number of votes).

You can use this function to present NemoVote results on separate browser window during a meeting (e.g. on a projector or on a video conference with share screen)

Click the show on projector icon next to an open or closed vote.

Here you can now select or deselect the different columns that you want displayed.



In the System Management the administrator can delete specific data from the database (such as users, votes, voter lists etc.)

## Clear Data

You can select which data you want to delete, and you will be asked again if you really want to delete the data.

Be advised that it is not possible to recover data deleted this way.

## Language Settings

As administrator, you can set the default language (the language that will automatically be applied when a voter is logged into NemoVote. They can still change the languages for themselves after login.

## Voter Invitation Email

In this part you can edit the invitation/login credentials that NemoVote will send to voters when you instruct it to.

You can change the email subject and add text (e.g. in your own language) with further details and explanations for your voters.

## Voter welcome page

In this part you can enable a welcome page for your voters. This will be the first page that they see, when login into NemoVote.
You can edit this page using the rich text editor. You can add additional information to your event here, include text, links and pictures and much more.

## Access levels in NemoVote

There are two different access levels in NemoVote: administrator and voter.

**Administrator** : An administrator has full control over the respective NemoVote cloud installation. An administrator has all rights, can add or remove voters and administrators, can open and close votes, delete data etc.

<Tip>An administrator does not and cannot have voting rights. We implemented it
  this way for reasons of security and transparency.</Tip>

**Voter**: A voter does not have administrative rights in NemoVote. A voter can have voting rights and participate in a vote if they are added to a voter lists and a vote. A voter can have access to the results of a vote if the results are set public.

## User Management

The User Management is your core management place for all issues concerning users. You can add, delete, edit user and send credentials to one or more voters on this page. We will look at the different available actions in the next chapters together.

## Add a single user

A user has several characteristics in NemoVote.
- Username: This is the main used identifier within NemoVote. Voting privileges are tied to the username. The username has to be unique.
- Email (optional): mainly for password reset, **we recommend to add email addresses for users so that they can self-reset their passwords.**
- Displayname (optional): this is the name that will be shown within the app to other users (e.g. first/lastname or name of the organisation). If a displayname is not set, the username will be displayed within NemoVote.
- Access level (Administrator or Voter)
- Password

You can add a single user by clicking "Add user" in the User Management and filling out the fields above.

## Update user

You can edit a user through the menu edit user. **The username cannot be edited after a user is created**. To change the username you have to delete the user and create another one with the correct name. All editable fields in this menu are also editable by the user under "My profile" (except the access level of course).

## Send all credential mails

With this function you can send passwords to all voters at the same time. The passwords will be reset and NemoVote will send secure passwords to each voter via email. Such email can only be sent to voters who are registered with a valid email address in NemoVote of course.

<Tip>**Warning**: This function will reset the passwords of all voters and send
  them new passwords. You can also reset the passwords of individual voters via
  the User Management.</Tip>

## Change voter password

We are going into more detail about the different options of password reset in NemoVote in the following article:

You can edit the invitation email (login credentials email) that your voters will receive from NemoVote.

Head to the system management. There you will have the option to change the subject of the email and also add a custom text in the email.

<Tip>Add a meaning-full email subject including your organisation/ event name, so
  that your voters will easily understand what this email and the credentials
  are about.</Tip>



## What is a Voter List?

In NemoVote you can group voters into different voter lists in order to assign them voting rights. One voter can be in several voter lists at the same time. When creating or drafting a new vote, you assign one or more voter lists will be eligible to vote on that vote.

You can also assign a weight for each voter list. A weight needs to be a positive number. That means, if a voter list has the weight "2", voters of that list will count double compared to voter list with the weight "1" and so on. Assigning decibel numbers as weight (e.g. 0,2 or 1,89) is also possible.

In this article we will take a deep look into NemoVote’s User Management. You will learn how to add voters, how to automatically send login mails and much more.

### Example use cases for voter list:

- **Group** your users according to **different region** (you have one organisation in each country and want to have votes where only European members can vote in as an example)
- **Assign different weight to different groups of voters** (e.g. large countries will have a weight of "2" and smaller will have a weight of "1")
- **Proxy voting** (you can add several voter list where voters are added that also carry a proxy vote, so that one voter can vote once for their normal vote and once for their proxy vote). You can find a detailed explanation on how implement voting via proxy with NemoVote in the link bellow.

## Voter list manager

In the voter list manager you can view, edit, delete and create new voter lists. Each voter list has a name, a weight and a list of voters that are added to that list.

## Create a new Voter List

In this part we are going to have a look on how to create a new voter list. You can create a new voter list by clicking "create new voter list in the Voter list manager.

### Name the voter list

You can give a voter list any name you choose. We recommend to use clear names that indicate the purpose of the list such as "Europe", "Proxy 1" etc.

### Weight of the voter list

You can assign to a voter list a weight. A weight is any decimal number above 0. That means if a voter list has the weight 2, voters of that list will count double compared to voter list with the weight 1 and so on.

### Voters list members

Here you can assign which voters should be members of that voter list. If the respective voter list is given voting rights, every member of the list gets a voting right for that vote.

## Other Voter List Manager Options

In the Voter Lists manager you can see in the table in one glance which voter list exist, how many members it has and in how many votes the list was used.

By clicking on "show votes in this list" you can get a sortable list of all votes in which this list was given voting rights.
You can also edit or delete voter lists through the menu in the Voter list manager.

## Edit Voter Lists

The edit voter list menu is pretty much the same as the "Create Voter List" menu.

<Tip>**Important**: Editing voter lists will **not affect open votes!** The voters
  of a vote are "frozen" in a digital secure snapshot and cannot be changed
  after the vote is opened. If you want to do that vote with different voters,
  you need to edit the voter list and then do a new vote. We implemented this in
  order to keep the integrity of the ballot and not allow changes of eligible
  voters during a vote.</Tip>

## "All voters" voter list

NemoVote comes with a permanent "All voters" voter list. This list automatically contains all created voters of the database. This is for organisations, who don’t need several voter lists and just want to start voting.

Whenever you want a vote to include all voters, you can choose the "all voters" voter list. The list is permanent, it is not possible to edit or delete that list.



You can enable and edit the voter welcome page in the System Management.

If enabled, the voter welcome page is the first page a voter is shown, when login into NemoVote.

You can edit this page using the rich text editor. You can add additional information to your event here, include text, links and pictures and much more.

In this article of our knowledge base we will go into details on how to use NemoVote with weighted voting. Many organisations have some sort of weighted voting system, where different members/voters get a different weight for their vote. That means for example that some member’s vote could count 3x while others could count only 1x.

There are two options to distribute weight in NemoVote: You can give each voter a distinctive weight when creating the voter (which can be edited in the user management) or you can give a voter list a specific weight – all voters in that list will have the weight that you gave the voter list. This means that a single voter can have different weights if they are in different voter lists.

In NemoVote the weight distribution is happening on the basis of voter lists. The admin can assign a weight to a specific voter list. All voters on that voter list with then get their weight applied to them.

<Tip>When creating a vote you have to choose if you want to attribute weight on the
  individual level – both at the same time is of course not possible.</Tip>

## Weight attribution through voter lists

You can attribute a weight through a voter list:

<Tip>A voter can have several weights applied to them if they are member of
  different voter lists. For example a voter can be part of voter list 1 that
  has a weight of 1 and simultaneously be member of voter list 2 that has a
  weight of 5.</Tip>

## Weight on the individual voter basis

You can attribute a weight on the basis of an individual voter for each voter separately.

The weight attributed to an individual voter is shown in the user management in the "Vote Weighting" column.

When adding or editing a new voter you can set a custom vote weighting.

When you add multiple voters you can click on show advanced template, that will give you the option to upload voters directly with a preset weight according to your excel/table file.

## How is the weight counted?

Above there is a screenshot of a vote that was set up in the following way: three voter lists where eligible for the vote, two had the weight 1 and one had the weight 4. Let’s click on "Show detailed data" to get a clearer image.

So, each voter list had two voters; this means that the "vote" button was pressed six times, as 6/6 votes where submitted. In the table you can see that for each voter list the two voters submitted their votes (Sum = 6). Now the total number of votes is calculated with applying the weight: 2 + 2 + 8 (2votes x4(weight)) making a total number of votes of 12. That total votes (after weighting) is now calculated into the percentage shown above.
